President Bola Ahmed Tinubu has declined to assent to a bill that sought to establish the Federal University of Education in Numan, Adamawa State.
The decision was communicated in a letter addressed to the Speaker of the House of Representatives, Abbas Tajuddeen, and was read out by his Deputy, Benjamin Kalu, during Tuesday’s plenary session.
In his explanation, President Tinubu outlined several reasons for rejecting the bill. One of the key issues was Section 22, which grants authority over the disposal of land to the state governor, rather than the President, as required by law for federal government entities, including universities.
The President also noted that the bill omitted a crucial provision in Section 25(b) regarding the award of degrees by the proposed institution.
The bill, which was passed by the House of Representatives last year, had been forwarded to President Tinubu for approval.
