Plateau State Governor Caleb Mutfwang on Monday presented the 2025 Appropriation Bill, titled “Budget of Consolidation and Sustainability,” to the State House of Assembly.
Accompanying the bill was the Medium-Term Expenditure Framework and Fiscal Strategy Paper for 2025–2027, designed to outline the state’s economic strategies and fiscal policies for the period.
Speaking at the presentation, Governor Mutfwang emphasized the comprehensive approach of the MTEF/FSP in achieving sustainable development for Plateau State. He stated:
“The MTEF/FSP provides a three-year fiscal plan and serves as the foundation for preparing the 2025 budget. It outlines the macroeconomic and fiscal framework for 2025–2027. This document complies with Section 16(1) and (2) of the Plateau State Fiscal Responsibility Law of 2014. It ensures that resources are allocated efficiently to priority areas, as a deliberate step towards promoting transparency and accountability in line with global best practices.”
Breakdown of the Proposed Budget
The proposed budget size for 2025 is ₦471,134,093,541.00, representing an increase of ₦156.28 billion from the 2024 approved budget. The distribution is as follows:
– Recurrent Expenditure: ₦201,522,433,264.00 (43.46%)
– Capital Expenditure: ₦269,611,660,277.00 (56.54%)
Governor Mutfwang highlighted that the increase reflects his administration’s commitment to addressing critical development needs.
He said, “The 2025 Appropriation Bill reflects our commitment to solidify past achievements and ensure the continued growth and development of Plateau State. The implementation of the budget will be guided by the Plateau Strategic Development Framework (PSDF) 2023–2027, which is encapsulated in three pillar policies: Peace, Security, and Good Governance; Sustainable Economic Rebirth; and Physical Infrastructure Development. The budget will be people-oriented, positively impacting the lives of the citizens of our state.”
Priority Focus Areas
The Governor detailed the administration’s strategic focus on economic diversification, public institution reform, human capital development, and infrastructure enhancement. He also stressed the importance of urban renewal and sustainable housing development as key drivers of economic growth and societal improvement.
Mutfwang urged the Assembly to expedite the bill’s passage to ensure timely implementation of vital projects, stating, “A swift approval will enable us to initiate the implementation of these vital projects without delay.”
Legislative Support
In response, Speaker of the House Gabriel Dewan reaffirmed the legislature’s commitment to the state’s welfare. He assured that the Assembly would act in the best interest of Plateau residents by ensuring a thorough and prompt review of the proposed budget.
